Councilwoman Liang is a councilwoman who appears in Side Effects. She has created a downtown redevelopment plan that involved destroying Clancy's home building. This made him angry so he kidnaps Liang in hopes to eat her and get revenge. However, thanks to Ben and the others she was saved.
